Kaupapa / Purpose
The purpose of the Te Koukou Committee for Transport and Infrastructure (the Committee) is to ensure cost effective, quality and sustainable infrastructure decisions are made to meet the current and future needs of Far North communities and that Councils infrastructure assets are effectively maintained and operated.
The Committee will review the effectiveness of the following aspects:
· Affordable core infrastructure to support healthy and sustainable living;
· Operational performance including monitoring and reporting on significant infrastructure projects
· Delivery of quality infrastructure and district facilities
· Financial spend and reprogramming of capital works
· Property and other assets
Ngā Huānga / Membership
The Council will determine the membership of the Committee.
Te Koukou – Transport and Infrastructure Committee will comprise of at least six elected members (one of which will be the chairperson). Kahika / Mayor Moko Tepania is an ex-officio member of all Committees.

Ngā Hui / Frequency of Meetings
The Committee shall meet 4 weekly.
Ngā Apatono / Power to Delegate
The responsibilities, duties and powers of the Committee are subject to the prohibition on delegation of powers under Clause 32(1), Schedule 7, Local Government Act 2002, and any other restrictions on delegation under any other relevant legislation.
Te Koukou Committee for Transport and Infrastructure may not delegate any of its responsibilities, duties or powers however it may establish working groups to consider issues within the committee’s areas of responsibilities noting that working groups have no decision-making powers.
Ngā Herenga Paetae / Responsibilities
The Committees responsibilities are described below:
· Assess and provide advice to Council on strategic issues relating to the provision of Council’s infrastructural activities and district facilities
· Review, and recommend to Council, policy and strategies for the delivery of infrastructural asset services
· Monitor achievement of outcomes included in the Infrastructure Strategy and other transport and infrastructure strategies e.g District Transport Strategy
· Ensure that Council protects its investment in its infrastructural assets in accordance with accepted professional standards
· Monitor the risks, financial and operational performance of the Council's infrastructural activities and facilities
· Monitor major contract performance measures/key result areas (KRAs)
· Monitor significant projects
· Approve budget overspend (above tolerance levels in the CE delegations) and any reprogramming of capex for a project or programme provided that:
o The overall budget is met from savings
o The overall budget for capex is not exceeded. Where this is not the case, the Committee must either:
§ Recommend to Council that additional funding is approved (outside the Annual Plan or Long Term Plan process), or
§ Recommend as part of the next round of Long Term Plan or Annual Plan process that the funding is considered for inclusion.
· Approve contracts provided they are:
o in accordance with the current year’s plan, whether that be Annual Plan or Long Term Plan, and
o deemed low by the Significance and Engagement Policy
· Ensure that operational functions comply with legislative requirements and Council policy
· Ensure that consents associated with Council's infrastructure are being met and renewals are planned for
· Recommend service level changes and new initiatives to the Long Term and Annual Plan processes.
· Recommend to Council the acquisition or disposal of assets.
· Approve new leases and lease renewals (of non-reserve land), in accordance with the current years’ plan, whether that be Annual Plan or Long Term Plan.
· Approval of roading contracts beyond CE delegation.
· Monitor roading contracts
· Receive and consider any consultation document and/or any proposed amended or new legislative instrument that may have a transport related outcomes and where appropriate make submissions and enable political advocacy at a Mayoral Forum Level if required
· Receive and adopt the Asset Management Plan for Transport
· Receive and adopt Far North District Council's walking and cycling strategies
· Receive and consider any placemaking projects that have a transport related component so the committee can ensure the projects are captured (where appropriate) in our funding and planning instruments
· Receive invitations to apply for external funding opportunities in a timely manner so that the committee may advocate for community-initiated infrastructure projects. (Examples PGF, TIF)
· Receive updates on changes to national and regional policies and Transport Plans that impact on Council provision of infrastructure and where appropriate make submissions or recommendation to Council.

The terms of reference of the Committee will be reviewed as part of this report but can be amended by Council at any point throughout the term.

Take Pūrongo / Purpose of the Report
To advise Te Koukou - Transport and Infrastructure Committee (“Te Koukou”) of the outcome of community consultation regarding traffic calming on Settler’s Way, Ōkaihau, and to receive authorisation to commence the work.
WhakarĀpopoto matua / Executive Summary
· On 12 August 2025, Te Koukou resolved to fund up to four temporary speed humps along the urban section of Settlers Way, Ōkaihau subject to final detailed costings not exceeding $300,000.
· The committee required that the community be consulted to determine the number of temporary speed humps to be installed.
· Consultation has been completed, with a total of 128 submissions received, via online survey, email and a drop-in session held at the Ōkaihau community hall.
· Most respondents supported the installation of four speed humps.
· Quotes have been obtained for supply and installation, and the total cost is expected to be below the $300,000 budget.

That Te Koukou - Transport and Infrastructure Committee: a) notes the outcome of the community consultation supporting the installation of four speed humps on Settler’s Way, Ōkaihau; and b) authorises commencement of the works.

1) TĀhuhu kŌrero / Background
In February this year, following ongoing problems with speeding through the village and a fatal crash involving a speeding vehicle, the Ōkaihau Community Association presented a petition to the Kaikohe/Hokianga Community Board. This requested the installation of at least two speed humps.
Council staff prepared a report recommending the installation of two raised crossings and associated lighting. Te Koukou subsequently resolved to fund a permanent crossing at the schools and a temporary crossing in the town centre following consultation with the community.
On 12 August 2025, a report was submitted to Te Koukou, proposing four temporary speed humps, reducing costs and providing a timely solution for the community. The use of temporary speed humps, with a ten-year life span, would allow Council to assess the effectiveness and plan for permanent infrastructure in the future.
Te Koukou resolved the following:

· The communications and engagement team, in collaboration with engineers, conducted a comprehensive consultation process.
· Materials were distributed online and physical advertising, and an online allowed participants to select from a range of no humps to four humps.
· An information evening was held at the Ōkaihau Community hall.
· Submissions received:
o 119 Online submissions
o 1 Email submissions
o 8 Drop-in session submissions
o 1 Manual submission
· Over 85% of submissions were from those living on or near Settlers Way or who regularly travel on the road.
· Of the 128 total submissions, 71 (55%) voted for four speed humps.
· Staff have proceeded with an updated design reflecting community preference.
The results of the online consultation are shown in the attached graphs.

The recommendations inform the community’s preference and fulfil the requirement set by Te Koukou. Approval of the costings will enable the project to proceed.

Te Koukou previously committed up to $300,000 budget. There is adequate budgetary provision to complete the work with the 2025-2026 budgets, no additional funding is required.

tĀHUHU KŌRERO / Background
General
Welcome to new Transport Business Manager
The Transport Team are delighted to welcome our new Transport Business Manager who brings 25 years of extensive experience in all aspects of roading. Having previously worked with several Councils, their contribution is already making a positive impact. One of the immediate focuses has been on the finalisation of new Maintenance Contracts and the Professional Services Contract which, once awarded, are scheduled to commence in July.
Reporting moving forward
Looking ahead this year, the Team is committed to refining reporting. The aim is to deliver relevant and timely information to Elected Members and the Public, ensuring transparency and supporting effective governance. Historically, the volume of reports has been significant, but there is confidence that this can be streamlined to deliver what is needed.
Sealing of Haruru Road, Waitangi
The recent sealing of Haruru Road stands out as a success. The project was completed within a tight timeframe, delivering on the promise of having the road ready before the significant occasion of Waitangi Day. This achievement is an example of what can be accomplished when Central and Local Government collaborate effectively to deliver great outcomes for the people of the Far North.
Maintenance
Each month Council’s two main roading contractors - Fulton Hogan and
Ventia - provide updates on works undertaken. These are both attached and
report on the works undertaken through the month of January 2026.
Recent weather event
The recent weather event saw Council stand up our Civil Defence Team. The areas most affected in our region were Wainui Road, Russell Surrounds, and Rawhiti. Focus is currently on the initial work necessary to address safety and where practicable prepare for safe use of roads, albeit at a basic level of service, or to minimise risk of further damage.
This includes:
· Site inspections and establishment of the emergency response team.
· Debris clearance, temporary route management and reinstatement, emergency bridging installation (such as Bailey bridges, etc), restoration of drainage, temporary site protection measures, and temporary site traffic management.
· Minor recovery that can be carried out in the short term at low cost and is necessary for safety or temporary access, irrespective of future decisions on recovery.
· Geotechnical and structural investigations, scoping, costing and planning for recovery.
Findings will be submitted to NZTA in order to request appropriate funding.
Capital Works
The Transport Capital Works and Renewals Team is responsible for delivery of the following programmes of work:

Many
Traffic Management Plans are coming through for slip work investigation, water
tabling, pavement maintenance, and rehabs.
Waitangi Day
During preparations for Waitangi Day on Friday, 6th February, it was noted that improvements had been made to the Traffic Management Plan since last year. Additional preventative measures were implemented to ensure smooth traffic flow, addressing issues identified previously. Residents of Davis Crescent and Waitangi/Puketona have given positive feedback, reporting fewer instances of people parking on their property or blocking their driveways.
Bollards had been placed in strategic areas around the Waitangi roundabout to ensure the area was there for pedestrians only. This was successful, working with our Technical Operations team at FNDC.
There were no complaints for traffic flow for the dawn parade this year. Having Haruru Falls Road paved before Waitangi Week made access much quicker and clearer without the dust from the road limiting vision.
Māngungu Celebration

Day is on Thursday 12 February 2026. For the first time there will be a
Traffic Management Plan in place as the area is quite difficult with narrow
roads and limited parking. Ensuring that there is a plan to safeguard the
success of this Traffic Management Plan has been important and the FNDC
Transport Road Corridor Manager has worked with the event organisers providing
support where needed.
Hokianga Ferry
· The ferry operated smoothly throughout January.
· Revenue collected from fares for January was $59,088 excluding GST. This was 2.3% higher compared with the same period last year.
· The ferry carried a daily average of 317 vehicles and 679 passengers during the month.
· There were 912 scheduled sailings, 98.2% of scheduled sailings departed on-time and there were 229 shuttles (operating continuously).
· There were two after-hours callouts.
· There were no mechanical or weather-related interruptions to the service and no incidents or accidents reported during the month.
· Tabulated below is a 7-year revenue comparison for the same period (1 July to 31 January).
Lighting Contract
· 375 individual work items were completed during January. This included 325-day inspections and 35 LED light fitting cleans.
· Three RFS’s were received by the Contractor during the month and there were two afterhours callouts received.
MATAPAKI ME NGĀ KŌWHIRINGA / Discussion and Next Steps
Regular Workshops are being planned for the Transport Team and Elected Members. These will be opportunities to introduce the new Maintenance and Professional Services Contracts and the improvements to delivery these will bring, and to discuss reporting and any other matters at which Elected Members input will be welcomed.
