Kaupapa / Purpose
The purpose of Te Koukou – Transport and Infrastructure Committee (the Committee) is to ensure cost effective, quality and sustainable infrastructure decisions are made to meet the current and future needs of Far North communities and that Councils infrastructure assets are effectively maintained and operated.
The Committee will review the effectiveness of the following aspects:
• Affordable core infrastructure to support healthy and sustainable living;
• Operational performance including monitoring and reporting on significant infrastructure projects
• Delivery of quality infrastructure and district facilities
• Financial spend and reprogramming of capital works
• Property and other assets
To perform his or her role effectively, each Committee member must develop and maintain his or her skills and knowledge, including an understanding of the Committee’s responsibilities, Councils’ infrastructure assets such as roading, three waters and district facilities.

5.2 Ōkaihau Traffic Calming Response

Take Pūrongo / Purpose of the Report
The purpose of the report is to request a revised resolution from Te Koukou for four road humps in Ōkaihau, instead of two raised pedestrian crossings.
WhakarĀpopoto matua / Executive Summary
· In response to a petition from the Ōkaihau Community Association, Te Koukou resolved to install two raised pedestrian crossings in Ōkaihau- a permanent one at the schools, and a temporary one in the CBD following consultation with the community.
· The outcome of the consultation is that the community do not want raised pedestrian crossings but instead want speed calming along most of the urban length of Settler’s Way.
· Safety engineers have determined that four road humps will deliver the traffic calming required. Temporary road humps are recommended. The estimated cost of this work is $300,000.
· A revised resolution is therefore sought to permit installation of four road humps instead of the pedestrian crossings.

That Te Koukou – Transport and Infrastructure Committee: a. revoke resolution 2025/32 passed at Te Koukou – Transport and Infrastructure Committee meeting held 23 April 2025 where the Committee resolved to: i. fund a permanent zebra crossing site per option 2 at the schools; ii. fund a temporary crossing point at the location of the Ōkaihau town centre following consultation with the community as per option 1; and iii. that the final detailed final costings be presented to this committee and fall within the estimated cost outlined in the report. b. fund four temporary road humps located along the urban section of Settlers Way, Ōkaihau; and c. require that the final detailed costings be presented to this Committee and fall within the estimated cost of $300,000.

1) TĀhuhu kŌrero / Background
In February this year, following ongoing problems with vehicles speeding through the village and a fatal crash involving a speeding vehicle, the Ōkaihau Community Association presented a petition to the Kaikohe/Hokianga Community Board. This requested the installation of at least two road humps.
Council staff prepared a report [A5162381] recommending that two raised crossings and associated lighting be installed.
Te Koukou then resolved to fund a permanent crossing at the schools and a temporary crossing in the town centre following consultation with the community.

Community Consultation- Meeting
Consultation was a requirement of Te Koukou’s resolution and is also appropriate given the work is being undertaken at the request of the community. A community meeting was held on 7 July 2025. The outcome of this meeting was that the community did not want raised pedestrian crossings, which would locally slow traffic, but instead desired traffic calming along the entire urban length of Settler’s Way between the State Highway and Hulme Drive, a length of approximately 800m.
Safety Design
Northern Civil Consulting (NCC) were engaged by Far North District Council to design the works. They advised that at least four road humps will be required to reduce speeds along the length of Settler’s Way desired by the community. They recommend that temporary road humps are installed to allow locations to be changed should it be found that these controls do not provide the desired outcome.
The use of temporary road humps would address the immediate need for the community and have a ten year life span. Permanent road humps could be put forward for NZTA/Waka Kotahi subsidy should funding priorities change in future.
Community Consultation- Facebook
A further round of consultation was completed to confirm support of the community on the installation of four road humps, and to confirm that they do want to go back to Te Koukou for a revised resolution. Due to time constraints, this was conducted using the community page on Facebook. As can be expected, the outcome of this consultation was non unanimous, but did express majority support for the revised proposal. An email summary is attached to this report together with feedback from the 7 July meeting.
Options to be Considered
Three options are presented to Te Koukou as follow.
Option 1: Four Road Humps
Fund the installation of four temporary, rubberised road humps and associated signage. This option meets the community’s expressed desire to provide traffic calming along the urban section of Settler’s Way. Adopting this option would also show that Te Koukou have responded positively to the outcome of the consultation required in the original resolution.
Design and installation could be completed this fiscal year.
Temporary road humps have a ten-year life span. Provided the traffic calming performs as expected, permanent concrete / asphaltic cement road humps could be put forward for future NZTA/Waka Kotahi funding should their funding priorities change.
The estimated cost for four temporary road humps and signage is $300,000. This is less than the $387,500 funded by Te Koukou for the two pedestrian crossings.
Option 1 is the recommended option
Option 2: Two Pedestrian Crossings
Retain the current resolution to fund the installation of a permanent pedestrian crossing at the school and a temporary pedestrian crossing in the village centre.
This will provide two safe pedestrian crossing locations and will locally slow traffic near the schools and within the village centre. However, given there will be 500m between the two raised locations, NCC have advised that this will not provide the traffic calming desired by the community. The community are therefore unlikely to be satisfied by this, and Far North District Council could expect ongoing requests for further traffic calming work.
This option is therefore not recommended.
Option 3: No crossings or road humps
Withdraw the resolution and complete no work (do minimum).
This option would likely be considered unacceptable by the community given the earlier resolution, especially because it would be made in response to the consultation required in that resolution. No traffic calming would be achieved.
This option is therefore not recommended.
TAKE TŪTOHUNGA / REASON FOR THE RECOMMENDATION
Option 1, installation of four temporary road humps, is recommended because it meets community needs, can be installed soon and has a lower budget than that already allocated.
The use of temporary road humps recognizes the limited budget available. The ten-year life of the temporary structures will allow Council to confirm the effectiveness of the traffic calming and plan for permanent infrastructure.

The proposed cost of Option 1 is $300,000 local share. Te Koukou committed $387,500 local share to the two pedestrian crossings earlier proposed, so if the recommended option is adopted, the spare funds can be allocated to other projects.

1) TĀhuhu kŌrero / Background
Any resolution or decision from a meeting is compiled on an Open Resolution Status Report, which captures actions trigged by Te Koukou – Transport and Infrastructure Committee.
Assigned staff are responsible for providing updates on progress against tasks that are not yet completed.

o Infrastructure Network Committee (May 2018 – September 2019)
As requested by elected members, staff have created Action Points to record all informal actions that require follow-up. This serves as an ongoing list, similar to Open Resolutions, where Action Points are tracked, updated and completed.
All completed open resolutions and action points will be included in the report with a closing statement before being removed.

The outstanding tasks are often multi-facet projects that take longer to fully complete. Where a decision differs to the recommendation of staff there may be unintended consequences or challenges that take longer for staff to work through.
Senior Leadership Team will assist in recording and following up action points with staff where appropriate. Occasionally, they may be in a position to provide further verbal update at meetings following the printing of an agenda. Democracy Services will support the process by generating reports.

TAKE PŪRONGO / Purpose of the Report
The purpose of this report is to provide an update of the compliance status achieved of all infrastructure resource consents since the last Te Koukou Committee meeting and provide information on compliance with abatement notices received from Northland Regional Council.
WHAKARĀPOPOTO MATUA / Executive SummarY
· Council has many resource consents, and follows the Resource Management Act 1991, for the operation of water, wastewater, stormwater and district facility assets.
· Compliance is measured across all consent conditions, including reporting. Failure to submit a report on time can therefore result in a non-compliant status.
· Water and wastewater consent condition compliance is reported to Northland Regional Council monthly, while stormwater is reported annually.
· As of 25 July 2025, all of Council’s 8 water treatment plants were fully compliant, while 4 of Council’s 15 wastewater treatment plants were fully compliant.
· A total of 10 abatement notices were outstanding on 25 July 2025. Updates on outstanding abatement notices are also provided to Te Miromiro Committee.

Council has many resource consents, and follows the Resource Management Act 1991, for the operation of Water, Wastewater, Stormwater and District Facilities infrastructure. District Facilities’ infrastructure includes maritime and airports, solid waste (landfills), and onsite wastewater for public toilets, sports facilities, and campgrounds.
Compliance reporting to Northland Regional Council of water and wastewater consent conditions is monthly (15th) via email, while stormwater discharges are reported annually each July. Reporting of all other consent conditions is ‘as required’ by the consent.
Compliance is measured across all consent conditions, including reporting, for which failure to submit a report on time can be the single cause of non-compliance.
This report includes the results for June 2025.

In the last report:
· The final stage of dewatered sludge removal at Kohukohu wastewater plant will commence once the ground dries after winter.
· Northland Regional Council advised that the abatement notice for Kerikeri Sports Complex wastewater reporting will stay in place until another 3 months (Sept 2025) of records are received.
· Several community working group meetings in May and early June were postponed due to weather events and illness.
What has changed since the last report?
· Discharge records required to address the current abatement notice have been submitted for Paihia water treatment plant. The abatement notice is expected to be lifted in April 2026 following submission of 2025/2026 data.
· Outflow metering at the Kaikohe wastewater plant, required to address the current abatement notice, has commenced. A minimum of six months of compliant data is required for lifting of the abatement notice.
· Community working group meetings were held at Taipā and Rāwene.

Water Outlook is a software system linked to Council’s water and wastewater plant telemetry systems.

What are these abatement notices?
Northland Regional Council is the Regulator under the Resource Management Act 1991 (the RMA). Any activity that doesn’t follow the RMA, (any Regulations, a rule in a plan or a resource consent) can result in the Regulator issuing an Abatement Notice s322(1)(a)(i).
An abatement notice does not include a fine. It is the Regulator’s tool to notify the consent holder that non-compliance has been recorded.
If the non-compliance detailed in the abatement notice does not stop, further enforcement action, such as a fine or prosecution, may be taken.
To have an abatement notice cancelled, Council must:
- investigate the cause of the non-compliance,
- establish the required mitigation to achieve compliance,
- ensure the mitigation has been actioned and compliance restored
- liaise with the Regulator to agree compliance has been achieved and unlikely to recur.

· Four active working groups are involved in discharge to land investigations - Kaikohe, Rāwene, Taipā, and Kohukohu working groups.
· The K āeo group is involved in the new wastewater consent application.
· Multiple resource consents include a condition for working groups to be established or sent regular updates. This update is limited to those instances.
· All working groups have staff assigned to them.

· The Taipā community working group continues to meet regularly with pond desludging and wetland reinstatement a current focus.

· The Kāeo group met on 13 June 2025. They discussed the new consent application and community input. Minutes from this meeting will be attached to an online link for the next report.

WHAKARĀPOPOTO MATUA / Executive SummarY
· Revenue for FY 2024/25 outpaced the previous year by 7%, marking total financial growth.
· The average Daily Traffic of 238 vehicles and 470 passengers with 87 continuous shuttle sailings, no emergency after-hours trips, and a 98.5% scheduled sailings on-time departure rate.
· There were zero mechanical or weather-related delays and zero incidents, accidents, or near-misses reported for the month.
· Northland Ferries completed shelter repairs and in collaboration with Kohukohu Primary School, whose students’ contributed artwork and murals now decorated the site, in promoting community pride and discouraging vandalism.

FY25 refers to the financial year 1 July 2024 – 30 June 2025.
FY26 refers to the financial year 1 July 2025 – 30 June 2026.
This update provides an update of the FY24 Carry Forward and FY25 Capital Projects delivered.
The Capital Programme from Year 2 of the LTP 24/27 is the foundation of the capital works programme for FY26. This programme will also include project budgets carried forward from FY25 to enable completion once approved by Council.
LTP 24/27 is an LTP Lite, and projects included in this must have met one or more of the following criteria: Roading, Storm Recovery, or Compliance.
Demonstration of the delivery of capital works projects uses the Project Management Framework stage gates being:

· Construction
· Completion
Projects that have budgets in multiple years are known as multi-year projects. Multi-year projects are significant for two reasons. The first is that there is always an expectation that budget will need to be carried forward to future financial years. The second is that the capital rating impact of interest and depreciation charges is not triggered until the financial year after the physical works have been completed.
Delivery of capital works is presented throughout this report by Activity - District Facilities, Stormwater, Water and Wastewater.

The capital programme planned for delivery, including FY25 projects also planned for completion, in FY26 is summarised in the table presented in the Background section above. A detailed list of projects is provided in Attachment 1.

PĀNGA PŪTEA ME NGĀ WĀHANGA TAHUA / Financial Implications and Budgetary Provision
All projects have budgetary provision approved via LTP 24/27 or FY24 Carry Forwards.
Projected FY25 Carry Forward budgets are estimated at 30 June 2025 and represent the expected spend required to complete the project. These budgets require Council approval and presentation is planned for September 2025.
The financial impact of carried forward projects is for the capital rating impact from interest and depreciation charges to be deferred by a financial year.
