Take Pūrongo / Purpose of the Report
The purpose of the report is to identify the projects that Project Managers are requesting be carried forward to the 2024-25 financial year. The projects are identified individually and a summary by activity including funding requirements is also included.
WhakarĀpopoto matua / Executive Summary
· There are a number of projects that have not been able to be completed through delays, timing, organisational change and resourcing.
· This impacted on the ability to deliver projects in some areas and as a result a proportion of the capital works budget was re-assessed and moved into the 2024/27 Long Term Plan.
· The 2023/24 capital works budget contained work that was being funded externally and some of that work is yet to complete.
· Of the projects that remained in the 2023/24 capital programme, a number are yet to complete and for that reason, the budget now needs to be considered for carry forward to 2024/25.
The total sum to be carried forward within the report is $45,869,656 of which $8,900,025 relates to externally funded work, $10,370,389 relates to Roading.
· The remaining carry forwards total is $26,599,151.
That the Council approve the capital budgets identified in the report “Carry Forwards Capital Programme 2023-24” totalling $45,869,656 be carried forward to the 2024-25 financial year.

At 30 June 2024, a number of capital projects had not been started or completed due to a number of reasons.

The budgets identified in the attached report would be in addition to those adopted in the 2024-25 year of the Three Year Long Term Plan 2024-27.

Full consideration has been given to the provisions of the Local Government Act 2002 S77 in relation to decision making, in particular:
