Members need to stand aside from decision-making when a conflict arises between their role as a Member of the Committee and any private or other external interest they might have. This note is provided as a reminder to Members to review the matters on the agenda and assess and identify where they may have a pecuniary or other conflict of interest, or where there may be a perception of a conflict of interest.

Take Pūrongo / Purpose of the Report

The minutes of the previous Waiharara and Kaikino Drainage Area Committee meeting are attached to allow the Committee to confirm that the minutes are a true and correct record.

That the Waiharara and Kaikino Drainage Area Committee confirm the minutes of the meeting of the Waiharara, and Kaikino Drainage Area Committee held 17 April 2023 are a true and correct record.

Local Government Act 2002 Schedule 7 Section 28A states that a local authority must keep minutes of its proceedings.  The minutes of these proceedings duly entered and authenticated as prescribed by a local authority are prima facie evidence of those meetings.

The minutes of the meeting are attached.

Far North District Council Standing Orders Section 27.3 states that no discussion shall arise on the substance of the minutes in any succeeding meeting, except as to their correctness.

The reason for the recommendation is to confirm the minutes are a true and correct record of the previous meeting.

Full consideration has been given to the provisions of the Local Government Act 2002 S77 in relation to decision making, in particular:

1.       A Local authority must, in the course of the decision-making process,

State whether this issue or proposal has a District wide relevance and, if not, the ways in which the appropriate Community Board’s views have been sought.

The Waiharara and Kaikino Drainage Area is of local relevance and a member of the Te Hiku Community Board sits on the committee to be able to provide the views of the Community Board to the Committee.

State the possible implications for Māori and how Māori have been provided with an opportunity to contribute to decision making if this decision is significant and relates to land and/or any body of water.

State the possible implications and how this report aligns with Te Tiriti o Waitangi / The Treaty of Waitangi.

There are no implications on Māori in confirming minutes from a previous meeting. Any implications on Māori arising from matters included in meeting minutes should be considered as part of the relevant report.

Identify persons likely to be affected by or have an interest in the matter, and how you have given consideration to their views or preferences (for example – youth, the aged and those with disabilities).

To provide the Waiharara and Kaikino Drainage Areas Committee with an update report.

WHAKARĀPOPOTO MATUA / Executive SummarY

·    The Waiharara and Kaikino Drainage Areas have been drain cleaned in accordance with Resolution 2023/3.

·    Spraying has not been completed to date.

That the Waiharara and Kaikino Drainage Area Committee receive the report Waiharara and Kaikino Drainage Areas 2022/23 Update.

 

 

tĀHUHU KŌRERO / Background

The Waiharara and Kaikino Drainage Areas Committee was formally established at the 26 February 2015 meeting of the group previously known as the Northern Advisory Drainage Committee.

Prior to the formal establishment of the individual drainage area committees, there were meetings of the Northern Advisory Drainage Committee.

In recent times, the Drainage Area Committees were formally re-established at the 14 March 2023 meeting of Te Hiku Community Board as part of Council’s formal process and procedures.

MATAPAKI ME NGĀ KŌWHIRINGA / Discussion and Next Steps

Both the Waiharara and Kaikino Drainage Areas are programmed to be sprayed twice a year, in late spring and again in late autumn, however no purchase orders have been issued to date for this.

Machine Clearing

Machine clearing has been completed however financial reports run today indicate that purchase orders may have been raised to the wrong land drainage schemes and these will need to be journalled to the correct schemes to ensure accurate recording of expenditure.

Drain Spraying

Whilst the spraying has not yet been completed, there is still time to carry this out by 30 June 2024 given current weather conditions.

·        Open resolutions are a mechanism to communicate progress against decisions/resolutions.

·        Open resolutions are also in place for all formal elected member meetings.

That Waiharara and Kaikino Drainage Committee receive the report March 2024 Open Resolution Report.

 

1) TĀhuhu kŌrero / Background

At the 17 April 2023 Waiharara and Kaikino Drainage Committee Meeting the Committee requested an action sheet update report be included in all future Drainage Committee Meetings. Any resolution or decision from a meeting is compiled on an open resolution status report, to capture actions trigged by Kaitaia Drainage Committee decisions. Staff provide updates on progress against tasks that are not yet completed.

2) matapaki me NgĀ KŌwhiringa / Discussion and Options

The outstanding tasks are often multi-facet projects that take longer to fully complete. Where a decision differs to the recommendation of staff there may be unintended consequences or challenges that take longer for staff to work through.
