Kaikohe-Hokianga Community Board Meeting Agenda

14 December 2022

7.2         Setting of 2023 Meeting schedule

File Number:           A3985285

Author:                    Marlema Baker, Meetings Administrator

Authoriser:             Aisha Huriwai, Team Leader Democracy Services

Purpose of the Report

To allow the Community Board to set their meeting dates for the 2023 calendar year.

Executive Summary

·      Each Community Board is responsible for setting their own meeting dates.

·      The report recommends that the Kaikohe-Hokianga Community Board meet 4-weekly.

·      The Community Board previously held meetings on a Wednesday.

·      Council adopted its formal meeting calendar on 15 December 2023.

Recommendation

That the Kaikohe-Hokianga Community Board:

a)    adopt the following meeting dates for the 2023 calendar year:

·   15 February 2023

·   15 March 2023

·   12 April 2023

·   10 May 2023

·   7 June 2023

·   5 July 2023

·   2 August 2023

·   30 August 2023

·   27 September 2023

·   25 October 2023

·   27 November 2023

·   13 December 2023

b)    and delegates to Chair Chicky Rudkin authority to change the meeting dates.

1) Background

The Local Government Act (LGA) requires a local authority to hold meetings that are necessary for the good governance of its region or district. The Local Government Official Information and Meetings Act (LGOIMA) promotes the open and public transaction of business at meetings. Neither the LGA or LGOIMA requires a local authority to schedule meetings a year in advance, however it is considered good practise throughout New Zealand.

Council reserve 28 October of each year, as a non-Council meeting day, in recognising the signing of He Whakaputanga o te Rangatiratanga o Nu Tireni – Declaration of Independence of the United Tribes of New Zealand, as the National day set aside to observe New Zealand Wars.

Community Boards are required to set their own meeting dates, so long as they are not in conflict to Council meetings.

2) Discussion and Options

This report recommends that Kaikohe-Hokianga Community Board meet on Wednesdays every four weeks (excluding three weeks for December).

The formal meeting calendar proposed to Council is that Council and Committee meetings would be held on a 4 weekly rotation and that Te Miromiro (ARF) would be held quarterly. As part of the Formal Meeting Calendar adoption by Council reserve dates have been set aside for workshops.

Community Board meeting dates are included in the calendar adopted by Council, not for adoption but to signal the dates that meetings might be scheduled for.

The proposed meeting dates ensures minimal meeting event conflicts and sufficient time for report escalation to the following Council meeting.

Please note, additional time may be required from time to time for unexpected or unanticipated matters. This should however be minimal. Staff are committed to providing as much notice as possible and making sure that business where possible, is restricted to the days adopted as part of this schedule.

Community Boards are also encouraged to meet informally outside of the formal meeting schedule to touch base or conduct workshops to discuss various matters.

Reason for the recommendation

To adopt a schedule of Kaikohe-Hokianga Community Board meetings for the 2023 calendar year.

3) Financial Implications and Budgetary Provision

There is a cost in supporting meetings, and these are covered within operational budgets.

National Street Rod Association Northland – Cruz’n the Bayz 2023

$14,652

$3,277

This is the first time this event has happened and is similar to Beach Hop in Whangamata which has been running since 2000 and transformed over time, it is now ran over four days (main event still takes place in Whangamata) and has sponsors and people willing to pay $100 - $290 to enter their cars. Beach Hop provides a significant economic boost to the area with visitors from outside the area having to purchase food, accommodation and other services.

The amount recommend is based on funding for the hireage of Pioneer Village Kaikohe.

The applicant has also submitted an application to the Bay of Islands-Whangaroa Community Board for consideration and the decision.

Events

Waimamaku Community Garden – Project and Workshop Costs

$5,686

$2,586

Community Gardens provide more than healthy kai for local families – who are finding it tough currently to put healthy kai on the table and it looks like this could get harder for families shortly.

Community Gardens provide an opportunity for whanau to learn gardening and growing skills and space to socialise with others in the community and make connections.

Environmental

Te Pū O Te Wheke Community Arts Gallery – “Fries, Lies and Alibis”

$1,875

$750

Previously this exhibition was only for those in the Kaikohe-Hokianga district. It has now been extended to the whole of Northland and will move to the main gallery, due to this the bulbs and the spotlights need to be upgraded.

Staff recommendation is funding for the lighting component of the application and not the catering.

Arts, Culture and Heritage

Hokianga Arts Community Trust – Facilitation of the Summer Season

$3,915

$3,600

There is no doubt that after two years of limited travel available and at times the boarders now open to tourists again, this is going to be a busy summer season for Far North. Now would be the perfect time to expand and build on what already exists at the Toibox.

The amount recommended is to cover the facilitator fee, the remainder of the amount requested can be covered by the organisaiton as it is not a large amount.

Arts, Culture and Heritage

Bay of Islands Hockey Association – LED Lighhting @ Lindvart Park

$40,000

$20,000

This facility is delegated to the Kaikohe-Hokianga Community Board, unlike other district sports facilities e.g Kerikeri Sports Complex.

This project is a large one-off cost project, however, will also provide ongoing cost savings each month for power and ease for replacement of bulbs, although the LED bulbs do have a longer life and so will need replacement less often.

Sport and Recreation
