Kaupapa / Purpose

The purpose of Te Koukou – Transport and Infrastructure Committee (the Committee) is to ensure cost effective, quality and sustainable infrastructure decisions are made to meet the current and future needs of Far North communities and that Councils infrastructure assets are effectively maintained and operated.

The Committee will review the effectiveness of the following aspects:

• Affordable core infrastructure to support healthy and sustainable living;

• Operational performance including monitoring and reporting on significant infrastructure projects

• Delivery of quality infrastructure and district facilities

• Financial spend and reprogramming of capital works

• Property and other assets

To perform his or her role effectively, each Committee member must develop and maintain his or her skills and knowledge, including an understanding of the Committee’s responsibilities, Councils’ infrastructure assets such as roading, three waters and district facilities.

Quality infrastructure and Facilities

Assess and provide advice to Council on strategic issues relating to the provision of Council’s infrastructural activities and district facilities
Review, and recommend to Council, policy and strategies for the delivery of infrastructural asset services
Monitor achievement of outcomes included in the Infrastructure Strategy and other transport and infrastructure strategies eg District Transport Strategy
Ensure that Council protects its investment in its infrastructural assets in accordance with accepted professional standards
Monitor the risks, financial and operational performance of the Council's infrastructural activities and facilities
Monitor major contract performance measures/key result areas (KRAs)

Significant Projects – spend, monitoring and reporting

Monitor significant projects

Approve budget overspend (above tolerance levels in the CE delegations) and any reprogramming of capex for a project or programme provided that:

The overall budget is met from savings
The overall budget for capex is not exceeded. Where this is not the case, the Committee must either:

Recommend to Council that additional funding is approved (outside the Annual Plan or Long Term Plan process), or
Recommend as part of the next round of Long Term Plan or Annual Plan process that the funding is considered for inclusion.

Approve tenders and contracts provided they are:

Up to $3 million,
in accordance with the current year’s plan, whether that be Annual Plan or Long Term Plan, and
deemed low by the Significance and Engagement Policy

Compliance

Ensure that operational functions comply with legislative requirements and Council policy
Ensure that consents associated with Council's infrastructure are being met and renewals are planned for

Service levels (non regulatory)

Recommend service level changes and new initiatives to the Long Term and Annual Plan processes.

Relationships

Monitoring Council’s relationship with the Northland Transportation Alliance
Monitoring Council’s relationship with the Far North Waters Alliance Partner

Property

Recommend to Council the acquisition or disposal of assets.
Approve new leases and lease renewals (of non-reserve land), in accordance with the current years’ plan, whether that be Annual Plan or Long Term Plan.

Transport

Approval of roading contracts beyond CE delegation up to $3 million
Receive and consider any consultation document and/or any proposed amended or new legislative instrument that may have a transport related outcomes and where appropriate make submissions and enable political advocacy at a Mayoral Forum Level if required
Receive and adopt the Asset Management Plan for Transport
Receive and adopt Far North District Council's walking and cycling strategies
Receive and consider any placemaking projects that have a transport related component so the committee can ensure the projects are captured (where appropriate) in our funding and planning instruments
Receive invitations to apply for external funding opportunities in a timely manner so that the committee may advocate for community-initiated infrastructure projects. (Examples PGF, TIF)

Receive updates on changes to national and regional policies and Transport Plans that impact on Council provision of infrastructure and where appropriate make submissions or recommendation to Council.

Local Government Act 2002 Schedule 7 Section 28 states that a local authority must keep minutes of its proceedings. The minutes of these proceedings duly entered and authenticated as prescribed by a local authority are prima facie evidence of those meetings.

6.1 District Facilities - August 2024

This report has been compiled by the District Facilities Asset Management and Project Delivery team and is supported by the programme of works provided under separate cover.

MATAPAKI ME NGĀ KŌWHIRINGA / Discussion and Next Steps

This report is for information only.

Housing for the Elderly:

· Following the approval of $2m for the compliance of healthy homes standard at the LTP, staff have progressed the inspections to assess the requirements of the standard and will programme works as required. All inspections are expected to be completed by December this year.

· Assessments undertaken to date have been in Kohukohu and some of the Kaikohe units. Minimal remediation work to install underfloor moisture barriers are required for 6 units in inspected in Kaikohe and the 6 units in Kohukohu. All other requirements under the standard have been met.

· Prices have been received for the Rawene accessibility ramps and footpaths. This work is subject to approval of carry forwards.

Projects:

· Lake Ohia Hall: QS for this project received has shown that the budget is insufficient to undertake all of the works proposed. It is intended to utilise some of the LOS funding previously provided for the HFTE and assign to this project to be able to deliver the required outcomes. This project is also subject to approval of carry forwards. Proposing to go to tender following discussions with the Hall committee and approval of carry forwards.

· Hōreke Toilet: Work is ready to progress on this toilet upgrade. Subject to approval of carry forwards.

· HQ Accessible ramp: Work is ready to progress on this upgrade. Subject to approval of carry forwards.

· Kāeo Library: Finalising quotes for a direct award. This project is being undertaken with guidance from the Heritage Management Plan and Te Pohere Taonga.

· Ōkaihau Hall: This project is progressing with the hall committee and should be out to tender.

· Taipa Stormwater Mitigation/Carparking: This project is progressing with contract awarded and work due to commence in the next week.

· Pukenui Walkway: Construction of the 1st stage of 3 sections was completed late in 2023. This project was to deliver a walking track from State Highway 1 along Houhora Heads Road to the coast. Work is continuing on the next section which aims to deliver a track along Waterfront Road, looping back to State Highway 1.

· Ōpua Paihia Walkway: Engineering assessment required on remedial work and structures required to address the latest slip which closed section of this walkway again. Work will progress with the accessway to the alternative route via Richardson Street.

· Lindvart Park: Work has concluded at Lindvart Park, Kaikohe with the main building now open. Staff are working with Sportville on the lease agreement and opening of the public toilets. Sportville have requested the divestment of the old pavilion building, to them. Options will form part of a separate report to Te Koukou next month.

· Russell Cemetery: Stage 1 of this cemetery extension works is nearing completion with access rights over the adjoining marae land being discussed with Hapu. Stage 2 will continue from spring 2024 to bring to life the cemetery design and other functional elements.

· Maritime Facility Upgrades: Various projects around the have been in progress around the district including but not limited to Whangaroa maritime, Hokianga Harbour works, Mill Bay jetty renewals and the inclusion of new truck parking and dinghy ramp at Mangōnui still in progress.

Other work progressing:

· Investigations for new Kerikeri Caravan/Motorhome Dump Station: Following the need to close the dump station on Cobham Road, staff have been actively seeking an alternative location. Planning and legal assessments are underway to see if we could utilise the old Kerikeri wastewater treatment plant site. If this site is viable then work will progress to have a new dump station in place before the summer period influx of tourists.

· Te Ahu Caravan/Motorhome Dump Station: This site need remediation works undertaken as water is seeping under the seal beside the concrete pad causing damage to the seal and a potential health risk. Work is planned to rectify this site in as soon as possible.

· Whangaroa Memorial (Kaeo) Hall: Water ingress to the building has resulted in wall panels being removed and exposing electrical wiring. Staff are working with the hall committee to make this safe whilst planning for renewals work to be undertaken this financial year are finalised.

· Whangaroa Village Hall: Following a slip from the road above the hall work is required to protect this heritage building from potential damage. A retaining wall is planned to protect the building and divert any further stormwater from causing further slips on the site. The roading team are also working on the slip above the hall.

· Awanui Hall: Health & Safety concerns were raised in this hall. A site visit by staff allowed for an assessment of the work required. Ceiling tiles which were loose and falling have been secured. Other works identified at the site visit will be included in the programmed work scheduled in Year 1 of the next LTP.
