4.1 Greenhouse gas emissions reduction considerations for council-controlled organisations

That Te Koekoeā Committee recommends to Council:

a) GHG emissions reduction targets and requirements for GHG emissions measurement be mandated (established) through the statement of expectations for the new CCO, Northland Waters Limited, for the portion of GHG emissions which relate to FNDC; (can we mandate a CCO that doesn’t exist)

b) GHG emissions reduction targets and requirements for GHG emissions measurement be mandated (established) for Far North Holdings Ltd; (skip/remove)

c) GHG emissions reduction targets and requirements for GHG emissions measurement be mandated (established) for the portion of Northland Inc (Northland NZ) GHG emissions which relate to FNDC.

The amendment became the substantive motion.

That Te Koekoeā Committee for Council Controlled Organisations recommend to Council;

a) that greenhouse gas emissions measurement requirements be developed for the relevant CCOs, and that any recommendation to mandate emissions-reduction targets be deferred until Council receives;

i) a Chief Financial Officer-reviewed assessment setting out the expected costs, benefits, infrastructure and dividend impacts, reasonably practicable alternatives, and the comparative cost of offsetting emissions; and

ii) a legal opinion, including clarification of the statement that FNDC “will be exposed to the costs of offsetting sequestration”.
