·         Introduction of Kaiwhakawhiti Reo: Kawiti Waetford

·         In the Māramataka Maori today is Hotu.

·         Puanga Matariki celebrations for the new year are taking place across the country and here in the Far North. A media release with more details about “what's on” in the Far North can be found on Council's website.

·         Acknowledgements to our thousands of volunteers across the Far North for last week's National Volunteer Week - Te Wiki Kaitūao ā-Motu.

·         Congratulations to the Kaitāia College school choir, Ngā Reo o Kaitāia, for winning the award for Best Performance at the Big Sing Gala Concert in Auckland. They will now represent us at the North Islands finals in Rotorua.

·         Congratulations to Ryker Tepania, 15, who took home gold medals in the 80kg-plus class for mixed martial arts (MMA) and K1 in Bali on June 23-24. Quin Witehira, also 15 from Kawakawa, won silver in the 64kg class for MMA and bronze in the K1 at the international event.

·         Acknowledge Cr. Halkyard-Harawira’s birthday 28 June.

·         Acknowledge new interim Chief Executive Guy Holroyd.

SEWERAGE RATES

Separate sewerage rates are set for each sewerage scheme on every rating unit that is connected to each scheme or to which the scheme is “available”, that is capable of being connected to a public reticulated wastewater disposal system.

 

The additional pan rate is set on the basis of the third and subsequent water closet or urinal within the rating unit. A rating unit used primarily as a residence for a single household will be treated as having a single pan.

And that, pursuant to Section 24 of the Act and with the exception of the targeted rates set for the supply of water pursuant to Section 19 of the Act, Council charges the rates for the 2023-2024 rating year by way of four equal instalments.  Each instalment to be paid on or before the due dates set out below;

And that, pursuant to Sections 57 and 58 of the Act and with the exception of the targeted rates set for the supply of water pursuant to Section 19 of the Act, Council imposes the following penalties:

 

A ten percent (10%) penalty on any portion of any instalment of rates assessed in the 2023-2024 financial year that is not paid on or by the due date for payment as detailed above. This penalty will be added on the penalty dates detailed above;

 

And that the water meters be read and invoiced on a six-month cycle, or more often if required, and the subsequent invoices become due for payment set out overleaf.

 

And that, pursuant to Sections 57 and 58 of the Act, Council imposes the following penalties in respect of targeted rates set for the supply of water pursuant to Section 19 of the Act:

 

A ten percent (10%) penalty on any portion of the rate for the supply of water charged pursuant to Section 19 of the Act, as separately invoiced, that is not paid on or by the due date for payment as set out below;

And that, pursuant to Section 88 of the Act, Council set Postponement Fees as provided for in the relevant Rates Postponement Policies;

 

 

FEES IN RESPECT OF POSTPONED RATES

Pursuant to Section 88 of the Local Government (Rating) Act 2002, Council will charge a postponement fee on all rates that are postponed under any of its postponement policies.

 

The Postponement fees are as follows:

·    Application Fee: $300

·    Administration Fee: $50 per year

·    Financing Fee on all Postponements: Currently set at 3.00% pa but may vary to match Council’s average cost of funds. At Council’s discretion all these fees may be added to the total postponement balance.

a)      grants a new ground lease to Te Kura Kōhungahunga Tōpū o Te Tai Tokerau (Northern Kindergarten Association Incorporated) over the Local Purpose (community activities) Reserve being approximately 900 square metres of Lot 40 DP 43842, held in New Zealand Gazette 2002 page 21 and vested in Far North District Council on deposit DP 43842 as a local purpose reserve. The terms of the proposed lease shall be:

Term: 3 years

Rental: As per Far North District Council Fees and Charges Schedule for a Community Lease.

§ $113 plus GST for 2022/23 and reviewed annually in conjunction with the Far North District Council Fees and Charges Schedule.

b)      with further conditions negotiated and agreed upon by the Group Manager Delivery and Operations and Te Kura Kōhungahunga Tōpū o Te Tai Tokerau (Northern Kindergarten Association Incorporated).

·         8.3 – FNDC’s Future with Kaitaia Aerodrome

That Council:

i.   Continue an active role in the operation and sustainment of the Kaitaia Aerodrome by

a)   Entering into an agreement in principle with Ngai Takoto and mana whenua of Ngāti Kahu to act as lessee to a new lease.

b)   Make available Capital funding identified in the long-term plan for the repairs of the runway and residential dwelling.

c)   Delegate financial authority to General Manager Delivery and Operations for expenditure associated with Kaitaia Airfield.

ii.    Approve Staff to commence lease negotiations with Ngai Takoto and mana whenua of Ngāti Kahu with a further report for approval to Council of the negotiated position.

iii.   Approve the short-term extension of up to 6 months to the FNHL airfield Management Agreement.

·         8.4 – Hihi Wastewater Treatment Plant – Contract Approval

That Council:

a)      Approve the recommendation to direct award all physical works for the replacement of an aeration tank at Hihi Wastewater Treatment Plant to Ventia NZ Operations Ltd.

i)        Variation to Contract 7/17/311 – value $Redacted – tank & inlet screen, accessway and retaining wall construction

ii)       Contract Number: 7/23/500 Hihi Temporary Tankage Upgrade – value $ Redacted – to complete installation of aeration tank and associated plant, plus a contingency amount of $ Redacted delegated to the Assets & Planning Manager, Far North Waters Alliance

iii)      Variation to Contract 7/17/311 – value $Redacted – decommission and remove existing tank, landscaping and screening.
